fizz needs longer cd on his lvl1 ult

at lvl6 he can trade almoust any midlaner, if he makes it he will have his ult up right when enemy midlaner comes to lane thats the main reason darius's ult was nerfed, it removes the possiblity to play on lane for his enemy
