Tanks are too good in the top lane....maokai, gnar, malphite, sion, ......Bruiser needs a buff .....
Tanks beating bruiser all stage of the game is not balanced!

Nope, bruiser doesn't need a buff, but tanks and ADC need a nerf.

You'd think so.
It isn't about toplane being filled with X roles. Its about the enemy just being able to insta fuck you. IF you pick wrong its an auto loss. Damage is so high that even morde doesn't auto win lane, even when pushing minions anymore... which was basically the only reason to pick him.
What we consider to be a "bruiser" today is not what was originally considered a "bruiser". Bruisers were tanky damage dealers, and only included champions like Riven or Fiora when they built like a modern day Juggernaut.
To put a TL:DR in here tanks fill the exact role the old bruisers did. Saying modern tanks are too strong is saying the old style bruisers were too strong, because they fill the exact same role in the exact same way, only modern tanks have a little less damage and a bit more CC.
"Bruiser" is no longer a usable term. It doesn't refer to anything, and at worse covers Juggernauts, Skirmishers, and Divers, which all have unique balance requirements. Some people don't even consider Juggernauts to be bruisers anymore, which is an absurd statement considering they were a large portion of the original bruisers.
I agree that damage is way too high, but that's not what the OP is talking about, and the OP doesn't really understand the history of what he is talking about. Modern Tanks are old style bruisers, and modern "bruiser" champs are something else entirely.
But if you look at champions, the old "bruisers" are just building pure damage. Look at fucking J4... he builds pure lethality. Vi- trinity force duskblade, with more damage.
We need to lower damage, so tanks can tank again, bruisers of old can be somewhere that isn't assasin/instanuke.
The only reason I even push for lower damage is I'm tired of walking up to cs 1 minion and being down 200 hp because the enemy hit me once.
Old "bruiser" champs overlap fully with modern tanks. You can't have both, so when the tanks moved in as a bruiser 2.0 the old bruisers found a new niche. Lowering damage won't make tanks go back to being CC bots and damage sponges, and it definitely won't make "bruiser" champs build less damage.
If anything they will build more damage, because they have fully moved away from that old identity, and their players will try to maintain what is currently their build.
The only reason I even push for lower damage is I'm tired of walking up to cs 1 minion and being down 200 hp because the enemy hit me once.
Again, I agree, but lowering damage won't fix the perceived "bruiser" problem. Bruisers don't exist anymore, and until the general public realizes this Juggernauts, Skirmishers, and Divers will constantly be pushed toward an impossible balance state, at the cost of Tanks losing what they rightfully should have.
Except that damage is the only real change they have made since they removed tanks in-combat regen, and reduced healing in general.
So just lowering their damage would bring it back closer to season 3 where we did have all of the classes including bruisers, tanks and juggernauts. Sure they might not build differently, but they will function differently with their different reduced damage.
Listing Juggernaut and bruiser separately is already wrong. They are one and the same.
Seriously though, mobility has changed drastically, vision has changed, towers have changed, and the niches of old either shifted or are gone. The last time bruisers had a clear role was when, as the video I linked shows, Elixir of Fortitude was a starting item. That was a mistake on Riot's part, and helped both bruisers and Assassins to be horribly overbearing.
The change that did bruisers in was the buff to Teleport. It wasn't the damage, it was TP. Old style bruisers haven't been the dominant force in top lane for over half of League's existence. They didn't start up there, and were only around for a few seasons before true Tanks moved in.
The difference between now and a few seasons ago is the classic bruisers, with their more damage focused non-bruiser builds, were still able to handle Tanks. Lowering Tank damage would take us closer to season 5 or 6, not season 3 when everyone and their mother was a bruiser. Do you remember bruiser TF? It wasn't exactly a good time.
The first thing we need to do is retire the word "bruiser". Then we can move on to talking about what these champions actually need in order to be competitive.
