Hypothetical question about olaf-ing champions because they "can't be balanced"

Olafing- refers to nerfing a champion beyond relevance.

If a champion is so stubbornly overpowered that they are olaf-ed, making them stubbornly underpwered, doesn't this mean that somewhere between their most recent state of overpower and their current state of underpower is their state of balance?

I've been thinking about this for months, like why didn't they just Olaf Ekko and then buff him instead of buffing him when they nerfed him.
