Way better to just max W first imo. It's instant damage while E is more situational on if you'll get all three procs off
E is the most cost efficient damage-per-mana spell. If you're steamrolling your lane or just know you can consistently proc it 2 or 3 times per-cast, it'll help extend your lead. It's her ideal spell to max, just not always the safest or most viable.
