Late game scaling ADCs, how is their early game?

Twitch - manageable laning phase, but nothing great: good range, great attack speed growth, great base stats, lacks burst damage and mobility, making him vulnerable to engages.

KogMaw - probably the ADC I have played the least with; he scales super-hard, but early everyone beats him. Abysmal laning phase, squishy, no mobility.

Vayne - an empowered auto reset and a stun, she has solid trade potential and can get kills early; high risk laning phase, can die to Draven, Lucian, Cait, Xayah, Kalista; very interactive with the support in trades due to mobility and CC, not weak early, but things can go wrong.

Kaisa - highly abusable due to range issues, if she can get near you, her Q-W will melt your HP bar at lv2. Very strong all-in at all points in the game, but abusable early

Sivir - Has this clear strategy of permashoving, but I feel she deals very little damage without hitting both parts of her Q; weak duelist early, scales into teamfight monster

If I left out anyone out, you can add them and express thought. What I wrote are my observations as a support player. Some more experienced ADC and support mains may beg to differ.

Do you think late game ADCs are weak enough right now, or it's safe to pick them and scale almost guaranteed?

Tristana Easily abused in lane by aggressive poke and harass enemy laners; has limited means by which to respond due to having one of the lowest early game ranges; even kog and jinx have higher ranges due to having range steroids in their kit. Also has no abilities for poking with as her E is actually the same range as her AA. Worst of all, she needs to win lane in order to not be completely outscaled midgame by other late game scaling ADCs, specifically because her midgame is actually worse than her early game. Late game, she can do well but even then, other ADCs flatly do better than her.

Jinx the best crit based late game ADC out there. The early game for Jinx is rather weak up until she buys her BF sword or full IE. After IE though, she can easily snowball the game out of control with some kills. Her mini gun form of Q is very strong in short range duels and for taking objectives. The increased attack speed after auto attacking 3 times in mini-gun form lets her deal lots of sustain damage, and she can deal lots burst damage with constant crits and use of her R as an execute.

She definitely scales hard when given the chance, but she can pop very quickly and can be near useless for her team throughout the game if she doesn’t have a lead and especially if she is behind her laner.

There are more stuff I can possibly talk about with jinx but I don’t have the time right now and I can’t remember anything else of importance.

Varus This guy has absolutely terrible mobility, but makes up for it with an AoE slow, chain root ult, and impressive range and burst. Good with mage supports like Lux, Xerath, and Vel'koz, otherwise very niche pick.
