Why is soraka getting more CC in her kit?

The old soraka had no real CC in her kit. Basically you had a single target silence for no mana and that's it. If you were lucky, you could afford rylias... Just kidding, back then supports could only afford wards and boots 1. Nowadays has the potential root on her E (not likely to get it off) and riot is adding a 50% slow on her Q without needing to hit the center.

So how does the champ team go from a bully with little CC who shred your MR to a passive "ADC is my meatshield" to a CC bully by spamming Q? It's like the "vision" for champs is being changed on a whim. In the past, if I needed CC, the answer was definitely not Soraka. When her PBE form goes live, it'll be probably soraka.

This makes it difficult to give feedback on her because I really don't know what she's going to be like on the next change. I don't feel like I can give good feedback on soraka because the next time you change her, she's going to be a roaming ambulance or hiding behind the ADC again.
