Flat Armor pen Runes! Are they worth it?
If I wanted to use a full Armor Pen rune page I think you get a total of +19 armor pen using reds and quints, which champs would get the most use out of them and would they be worth it?

I use flat armour pen on zed
Rengar would run armor pen quints last season. Base principle is they hurt you early but are decent late game. That's the trade off. Rengar may still use them since it's hard to get armor pen now except as a % of bonus. Outside of that I'm not sure. I'd think any hard set assassin. Hecarim also isn't bad with them since his ratios aren't great and you would use MS quints for bonus AD. That's what I run on him. Armor pen reds, armor per lvl yellows, a mix of cdr and mr glyphs, and MS quints
