When I buy the only tenacity item in the game, can I actually have decent tenacity?

It doesn't even FEEL like it's working. I get that they don't want to up the tenacity for extremely mobile champions but why not make it scale with MS? Lower the MS you have the better the tenacity. Because when I get Mercs on Kog'Maw that means I REALLY REALLY need the tenacity.

25% tenacity is already huge, it means you reduce incoming CC by 1/4. You also get some from the new runes, and can go up to 40% something

There are actually three Tenacity items, being: item 3111 item 3053 item 2138

It's not typically made available on ADCs because they aren't in the front line and aren't supposed to be absorbing CC for their team. If you CC negation on an ADC, just get item 3139 .
