RiotRepertoir: Focus on Lux's Uniqueness

Continuation of this. Lux is a lot of fun, and I'd love to see her made more viable and fun in the current state of LoL. Which is why I think that she could use a bit of a rework, to focus on the most unique part of her kit. Her ult.

With max CDR, her ult has a 30 second CD. Only Ezreal has such a long range short CD ability, and Lux laser is instant after the cast time. This SHOULD be her identity, and this should be why she fits into a teamcomp. The rest of her kit is fairly generic utility and kiting abilities.

Even if the damage would be nerfed, that would IMO be worth it to have an identity focused around that laser.
