I know that Xerath isn't meta
But can someone explain why he has a base move speed of 340? Maybe give him a compensation buff because that doesn't sound right for a champion who is a artillery mage.

He's not being buffed because of his solo queue performance, he's being buffed for his competitive-level performance. We'll see how strong Solo Queue Xerath will become from his buffs due to Professional-Level Xerath
