Get MR. Bard usually doesn't build AP anyway. Sure, he has burst but if you're running around on 30 MR for the entire game you're asking for it.

If he does go full AP, good for you. He could be way more useful if he had a normal build.

If full a AP Bard was one-shotting people in your game, that is a credit to him and nothing else.

Okay still. That is just a credit to his play and means nothing else.

Individual games and end of game damage charts say nothing relevant about champion health and balance.

Because they are often poke champs like Zyra and Velkoz and poke champs generally have the highest damage dealt.

Full ap bard is just bs in his own right. He has his Q that does a noce hefty amount, and his meeps. The meeps ower up the more chimes he gets. He can OHKO anyone depending on how long the game lasts..... Along with nasus, sion, thresh, and ofcourse, veigar.
