Taric tops everyone's attack speed easily. His passive straight up doubles his attack speed. I overcap on attack speed at level 14 using only a wits end for attack speed.

I can't imagine anyone having higher without infinite stacking mechanics. At max I had 7.16 attack speed in a practice game.

But does that only work while she is in fountain? I saw a Jinx with 90 AS.

Jinx's passive only gives 15% attack speed per stack, and it only lasts 6 seconds. Her Q goes up to 140% at level 18, so Warwick still would have more than Jinx. I think theoretically Kindred gets the most attack speed because of her Q granting attack speed that goes up per mark, though this will never happen in a real game.

Edit: If Jinx's passive stacks refresh from each activation, then she can get up to 285% attack speed from all structures (Excluding Nexus) and a pentakill. If you add that to her Q passive at level 18, she can potentially get more than Warwick (425%), though like Kindred this would have to be set up in a custom.
