I think Skarner is in a great place right now but his E feels so binary.

I would rather it have more of an impact when I do catch up to people than it does currently, because it doesn't even serve its purpose of "hit E to slow ppl down massively to catch them" very well. It also feels so oppressive to escape from because once you get chilling smited and he hits his E on you, you are dead.

The current playstyle of skarner is basically run at people and chilling smite them into E and then proceed to beat them to death. I was hoping his E would have some interaction like proccing his passive stun or be more of a damage source and in compensation for the buff, nerf the slow on it.
