Give his q crimson rush a refresh if it kills the target maybe? Or would that be too strong?

Eh, I wouldn't say perfect, but he's pretty damn reasonable compared to all the places he's been the past year.

He needs bugfixes and a few QoL changes much, much more than any balance changes though.

i'll write soon a thread on vlad's current state since i started to main him few weeks ago

but yeah i'm happy on his current place, he has 48% win rate in top lane, and 47% mid lane, which is fine for vlad

bugfixe? didn't cross a single bug Qol changes? i think being able to use ult while using E would be cool for plays, tho it might break him

He has a couple of bugs regarding Q, vision, and CR. Enough to make it near mandatory to have a ward on you if you're trying to make something happen.

Also there's an issue with taking damage while in pool. Sometimes Lee Q2 still hits, for example. However, this could very easily be an 'active frames' issue, which would be a QoL change more than a bugfix.

In addition, the tail end of W, along with the cast time of Q, allows ADCs to A-move to get 2+ attacks off before you can actually do anything after coming out of pool, even if everything is off CD. This makes pooling suicidal under 50% HP in many cases. This one started being noticeable specifically after I started playing vs diamonds. I'd get baited by having CR up coming out of pool, but die to 2-3 autos instead long before I could cast anything.

Also, IIRC, you CAN ult while using E; it instantly releases it so you have a chance of a 2nd E cast in the duration as well.
