His winrate is probably that low because people still try to build him AP burst. That's not what's broken about him. AD Fizz is broken.

Because pick rate, ban rate and champion design all matter.

Win rate is not the only thing you need to look at.

Win rate is influenced by a number of factors, and is not a clear indicator of how powerful/broken a champion is.

Didn't they also up q and w active AP ratios? I think they are just trying to get him back to being built AP.

They've nerfed a near infinite number of champs with sub-50% win rate. Fizz himsefl was barely above 50% when he last got nerfed. Sub-50% win rate does not mean safe from nerfs.
