first of all, theyre bruiser items. and the items arent broken. fioras scalings were just made without these items in mind.

they could just remove the level scaling from her passive to lower its base damage. and then increase the bonus ad scaling on the item so she gets the damage back by building ad items.

Nah, I personally hate her due to her w and her passive in laning phase.

I don't find her terrible hard to deal with mostly because my mains top are jax and renekton but the combination of passive and w always makes you feel like you are on the back foot when playing against her.

First off, her passive marks on you should not be red, I can't see that shit on the ground or which direction its facing sometimes. Make it white or yellow or neon, idc just make it stand out.

Second, her passive always being on you creates a situation in the game, where it feels like she always has the advantage on you regardless of what you do.

Honeslty I would like tank fiora dead but thats not gonna happen.

My proposed change would be:

W - Only blocks one spell (blocks as many aa in the duration as she wants but its only .75 sec I think)

W- Does not apply any movespeed or attackspeed slow unless she blocked something

Either of these changes would be fine. The first is due to the stupidity that is blocking veigar ulti and a naut knockup at the same time, the second wouldn't allow her to gain the upper hand in a trade without blocking damage and would reduce her end of trade potential (the part where you are running away from a bad trade get slowed by w and then can't run away or retaliate due to the slows)
