What about an Inspiration Keystone that reduced the cd of your passive?

Alright, so hear me out. If im correct, there have never been any way to reduce the cd of your passive. And tbh i think the folks at riot had a good reason not to implement something like this: it would be kinda broken right? Or would it? With making this a keystone, most of the champions taking it would lose out on a lot of dmg since they wouldnt be able to take an offensive keystone(Kinda like unsealed spellbook), so that could be something that this could be balanced around. Im not exactly sure how could it work, since just giving a raw stat would be kinda lame for a keystone, maybe something like how ultimate hat used to work could be a possbility(everytime u use your passive its cd gets reduced up to a certain cap) This would solve the problem of having really low cds at early levels on passives, but on the other hand it doesnt really pose a kind of interaction a keystone should have imo. What i like about this is the large variety of champions and strats that a mechanic like this could be applied to. Anivia Zac could be having their revives up more often Zilean could utilise hes passive even more, making it have a bigger impact Xerath even more mana sustain in lane Kindred being able to get their stacks more often Illaoi Zyra would be able to have tentacles/plants down more often Kled could be able to mount skaarl faster after dismounting Azir could put down more turrets Camille would be able to trade more often in lane safely And there are dozens of more expamples(champions with cdless passives would have a different keystone set for them from inspiration perhaps) You prolly looked at some of these and said: thats just too op. But as i mentioned you have to count in the fact that these champions wouldnt be able to use their "default" keystones as a result. Kled wouldnt have conqueror/pta for more dmg, Azir would lose early game pressence and burst without taking electrocute, kindred would lose out on a lot of dmg during ganks for taking this. Etc, etc

I think the problem would be that only a small amount of champions could even utilize it. And assuming it isn't so overpowered that it becomes mandatory on those champions, it will get used even less.

I feel like this would lead to greater problems than it would add to fun gameplay. Champions like SwainAatroxZyra Ziggs ShenIllaoi would absolutely break with a rune like this, and it would end up causing more damage to the champions in terms of getting them nerfed.

Here is the problem.

Poppy  Will become a ranged champion at level 13

Gragas   Will be healing himself with every spell

Garen   Will only need to leave combat for 1 or 2 seconds after level 11 to start regenerating

Maokai   Will be healing even more often

Nautilus   Will be rooting the same target every 3 seconds at level 16

JarvanIV   Will be hitting you with his passive every 3 seconds

I can go on and on but you need to realize that for that keystone to be used or touched by anyone it needs to create some impact and if it does it can be abused, but if the keystone is weak then nobody will ever take it.

it will be broken, tons of scriptings/spaghetti code needed/every aspect consideration included. Besides when you mention it will be the keystone, I guarantee you nobody is going to use it except trolls. Why wasting effort on something that has unknown bugs/interaction would cause?
