I'd say it's because of the amount of Utility she brings that dominates, I know most people would say NO to a kit rework (I'm part of those people) but if she did have one she could possibly be balanced out. But the fears of kit rework on Sejuani will be if she becomes to what happened with Sion where Riot destroyed his shield that helped him so much.

Adding damage to her W will mean more damage towards the enemy unless they give Sejuani the same thing with Shyvana's W where she'll be able to do a lot of damage to camps only.

As far as I know, no one has suggested that yet for Riot. I've only seen " BUFF SEJUANI " threads lol

Riot balance team is too busy focusing on nerfing balanced champions and buffing OP champions.
Also nerfing the under powered champions because they wanna act like they are working.

Uhh... she was complete garbage until her rework and then somewhat recovered relevance after her second (semi) rework.
She was also complete garbage after her nerfs. Her damage was gutted to such an extreme level and her utility decreased so much, she has nothing. She was only relevant/strong for a VERY brief time before Riot decided to Olaf her.
(Speaking of which, do you guys remember when gutted was "Olaf'd" and prior to that it was called getting Eve'd?)

You can do reasonably well if you're bronze, try it at Diamond and get destroyed on a consistent basis.
I would love to face more Sejuani players when I am playing Evelynn, it would practically be a free win. You (Sejuani) would have no built-in sustain, low defensive stats, low offensive stats, mediocre disabling power, ATROCIOUSLY bad clears, atrociously bad scaling.... there is nothing threatening about Sejuani.
She is arguably the second worst character in the game with Urgot leading the (fail) charge.
