Thornmail certainly feels like it's become useless after the BotRK change. ADCs steal way too much life now to ever be bothered by the small damage reflect. I would actually like to see the item's passive changed to an active with a short duration and a much higher damage reflect, giving tanks a tool to punish focus fire.

mabye... but tanks are already the meta and have so much build diversity avalible from ciderhulk to RG ect... now make them do lots of damage on top of being hard to kill? yeah have fun trying to ever kill a rammus maokai sion ect as an ad based damage dealer

Thornmail doesn't need a buff so much as item 3072 needing a nerf. ADCs late game literally lifesteal faster than than you can damage them 1v1.

Not only is that a LOT of health per second the ADC gets, it also gives a shield if they max out. Good luck ever killing a Jinx once she gets to a certain point. She becomes a high damage Sion.

The problem isn't item 3072 itself. Is the fact that when combined with crits, this allows the ADC to get essentially double lifesteal. If you don't burst the ADC down in seconds, don't bother trying, he will just lifesteal everything back.
