riot made sunfire have more items with the same passive
and they still didn't make it a toggle

That's because the toggle isn't something they plan on doing. People keep bringing it up, and it keeps getting shot down as an idea.
Don't buy sunfire if you're unwilling to take aggro from turrets or monsters. It's that simple.
