A plead to Riot to take time to fix old abilities

It isn't fair to have newer champions and popular abilities get the special treatment (even if it is a buff...or a nerf) when there is a small percentage of the League community who play a champion that is older and unpopular who doesn't have update abilities. For example, why does Galio's resolute smite still have an aiming system like that? Giving it a thick regular skill shot aiming system like Ahri's charm would make playing him so much easier. Another example, why does Annie's passive not have a cooldown? Four spell charges can easily be up every 10 seconds.

I'm sure there are many more for certain unpopular champions or abilities that aren't stared at by the eye's of Riot. Please send someone into looking at this. Even if the examples I gave were bad examples there are still champions and abilities that are flawed and need to be looked at.

Resolute Smite hits at target location, not something/everything along the way. This is like asking for Zigg's ult or for Soraka's Q to have a line target. It's just not representative of how the ability works.
