Fizz is a broken trash

wow such an amazing argument, so many points to talk about and oh wait no, this is a salty player who has no fckn clue what they are talking about.

And before you look it up, congratz, Fizz is my highest mastery. these buffs literally did almost nothing for him. His E is on a lower cd early game, goes to the same amount. It is the first skill you max so literally 0 change after level 9. So he is theoretically safer early, except his mana costs are still super high, so using E on cd you are going to oom and be in a terrible spot anyways. All this buff did was make it where, if you did have to use E defensively (like if you got ganked), you will have it up again to have enough threat to pick yourself up some farm sooner.

If Fizz's E is on cd early game, he has to give up a lot of cs, since a jg gank or his laner going aggressive he doesn't have the tools to trade back nearly effectively enough or escape. So you get bullied off of farm by a good player. Using your E aggressively on Fizz is a tradeoff as well for this reason. Since you have to get as much value out of it as possible or it is just going to cost you more than you got out of it. Having a slightly lower E cd means you can actually play fizz in this current environment of high threat or safe waveclear mids. (Syndra, Orianna, Cassio, Taliyah specifically come to mind) as you either lack kill pressure, or they have just as much if not more uptime on their kill pressure on you *cough* Cassio lv2 *cough*.

They didnt give him more damage, they didnt shorten his burst window, they made it so he can feel safe more often to pick up CS in bad matchups. You still aren't getting 2 E's on someone in a short time. And if you can force him to use his E defensively, he will still burn through his mana like before.
