Is there a reason that the item passives dont have reduced CDs in urf?
Why do activated items like Youmuus recieve cd reduction but items like Banshees dont?

Dark Nephthys2 votesI thought that to, until you really think about it...it would be kind of OP though. Having 
every 60 seconds and having 
every 8 seconds. I can agree with having some CDR on them though, maybe 50% would be fair. If we gave a full 80% to passive items then you would see AD champions (or maybe even AP champions) just build 
in every game and have the items off CD every fight. Then again, that actually might be some what fair since it would allow some champions to be able to deal with some of the OP poke champions in URF.
