combining champion shards

If i have 6.3 k ip champ shards( i have 2) and one 3.1 k ip champ shard..if i combine them..will i get a 6.3 k champ? or is it completely rng?

Completely RNG. Riot has explicitly said that the shards input into a reroll (skin or champ) have zero effect on the output.

This means that the more expensive shards are generally more useful in acquiring essence while the cheaper shards are generally more useful in acquiring rerolls. Where the line is drawn between "these are for rerolls, these are for essence, and these ones I want to save and perm" is entirely up to you.
