Also riot no longer uses %HP damage as "anti-tank" and more "i do the same to everybody". Anti tank is low cooldowns and built in pen.

Yea I don't see him bursting a tank for more than 10% of their hp.
Sir Fuzzi1 votesYeah, but the AP who build health and not resistances (ironically, like Brand) will get socked by Brand and he's more aimed at screwing up clusters of enemies. W, E and R all enjoy area benefits and could easily fry a group of three or four with a little setup.
