most people don't care about how effective a champion is. highest played champions are lc$bigplays champs like yasuo and lee sin despite their winrate. people care more about what they consider "Fun" in flashy play.

This. She needs three items to get her powerspike.

She can bully melee champs in lane at early levels, but that's par for the course for ranged champions.

She has a 2,5% play rate.

The reason few people play her is because you need at the very least three items before you get your power spike. She's also relatively easy to counter as her ult doesn't really do that much vs. teams with CC.

Trundle and Poppy are much more fun than Kayle. Swain is indeed boring as fuck, which is why he is only played often when busted.

It has more to do with being meta or not

If kayle is in a meta spot, people will play him and consider him "fun". After all, winning is fun

item 3070 swain is my boy the lazer bird is fun for me if he is meta or not. Poppy has a fun mini game with shield. And trundle has a terrain ability and heals for days. Support trundle is almost as fun as spider amumu. Kayle however. Im aweful with. Stupid kit, cool concept but needs a rework

Kayle was one of the first champions to be reworked. It was a fine change at the time.

Now it's just...bleck.

Her E is Kayle's main problem. If they make it stronger, she's broken. If they make it weaker, she's instantly shit. The problem is, what else is to her E besides pressing it and gaining a good damage steroid that scales horribly?

IMO her E just needs to get tossed out and replaced with something not only more interesting, but something more fitting of a judge. Like say...get hit by Kayle enough and you get JUDGED=insert increased damage here.

Early you just let her use her E to farm then you go in. She has nothing without her E. If she goes into melee range to farm then you'll win the trade anyway.

High risk in lane phase but high reward during late game. If the jungler decides to make you his bitch, you are kinda screwed. Than she has some annoying mana problem sin the lane phase, no one really wants to deal with those annoyances.

Personally, I don't play Kayle because I find her to be extremely boring. She was one of the first champs I used in League, but I abandoned her a long time ago. I just got very bored with hitting E and autoing everything to death with the occasional Q and R.
