Rakan's Q feels non-existant.

I don't know, it just feels... Like it doesn't do anything. It also feels kind of clunky, like when it does land and you touch someone, it doesn't always heal right away.

The range on it is so short that you can't trade that Karma/Nami/Anybody in bottom lane, or try to get health back from it. It's almost not even really worth the point.

Am I the only one that feels this way, or am I just crazy?

Also.. Why is he not classified as melee? I feel like he'd be significantly better if he could effectively use the Targon's Brace line.

Keep in mind landing Rakans Q means you heal in an AOE similar to Tarics Q radius. The trade off of damage while granting you sustain is well worth being poked a bit and without this glaring weakness he would be an even bigger issue.

He has 300 ranges this is higher than a majority of melee champions (there are exceptions such as Illaoi with W on or Rengar leaping from a bush). Having him count as melee would be a bit much as he could easily harass any melee champ due to his increased range add in the ability to abuse Titanic Hydra and you'd have an issue. You can still use the targon's brace line so long as you can last hit!

It's fine but he can't really use it if you are being push in lane hard.

Its like Soraka's Q. it isn't meant for damage, but solidifying trades with the sustain, and landing it is actually pretty important.
