When Riot reworked Katarina, why didn't they make her take more skill?

I'm hoping the Katarina tweak is just a place holder to somewhat mitigate her problems for a little while until a real rework that makes her interesting and take skill comes out.

I know she isn't OP or even very good, and it's because she is so basic. Riot reworks old basic champions to make them take at least a bit of skill, (Yorick, Warwick, Taric, Sion, Gangplank, etc.) so they can buff the champions overall because there is now chance for error on their abilities. The champions become more exciting, they have a higher learning curve, and they become better for the most part, because of the changes. With Katarina none of that was achieved, she is no better than she was before, and she is still boring and easy to use.
