What's up with the ninja changes lately?

Recently played Azir and immediately noticed on the first cast that the cast time on his W has gotten reduced.Since when did happen? What others changes went through without listing them? Also his E is still bugged and can't be cast after a certain range even though the bond is still not broken.I bet this change was another ninja nerf and you "forgot" to "fix" it...

His W had a cast time? I always thought it was instant. The Ol' W into Q combo.

Of course it has a cast time.It even shows a channel bar on casting.But now it's faster.
