@Vesh Soraka Heal/Self Heal

So I've been wondering since the rework come out, and I haven't seen anyone post something similar.

Why is Soraka's personal sustain so disconnected from her ally heal?

She heals from her q, which is a cc/dmg spell. But that doesn't make much sense thematically or in general. I can understand that you want her to be close to the fight and not just spam heals from unreachable distances, but why make it reliant on attacking/cc?

Could it not be that she has to be X distance from any ally for Y seconds before she starts a "trance" where she heals automatically? X distance being larger than the range of the heal. Allies could even include minions and turrets. I feel like that makes sense to me.

It would make more sense if when she heals others she cant heal herself, and vice versa.
