@Riot Appeal System or Leaver Buster Add-On/Change

So this just happened to me. I was in champ select for the last game of my promos. was talking to my teammates about which lane we're going, and then the timer on the other side goes to 0 and nothing changed. Now I'm at an impasse.... I can't exit cause I forfeit my promo, but I can't do anything to get back into the game. No reconnect button, nothing.

So here are two ideas based of two assumptions

TL:DR If Riots servers are flailing, then and option to appeal the last game that ended x amount of time before Riot presses the LP button, only works per summoner. + Ping checks on beginning and end of Champ Select for Leaver Buster

Now assuming that the fault lies with Riot's servers, there should be a system in place to reconcile that. I understand that their Loss Prevention is not automatic and having it so would be very strenuous on the servers. I feel like there needs to be an appeal function, for the so that this can be helped.

I would propose that the function is only available after Riot hits the LP button. But it would allow for games that ended x time before the button was hit to render its significance null. The appeal would have to be made by the summoner on behalf of himself/herself only and approved by Riot (either manually or automatically). The appeal would only be viable for the last game played.

Now assuming it was the fault of my computer or ISP then should Leaver Buster not check that before handing out punishment? It shouldn't be too hard. In my mind the process goes like this. Begin Champ Select. Record data for 10 summoners - ping (Packets Sent/Recieved, bytes, time, etc). If Champ Select ends without starting a game, data is recorded again. Discrepancies of data is checked as part of Leaver Buster.

So assuming that a player lagged out during Champ Select they get a LP, if a player quit ie. exited or did not pick, the record will show that as well and they get the appropriate punishment (Packets would not bounce or no change at all).
