I'd hardly call it the most OP. Feral Flare and the first iteration of Skirmisher were far worse items simply for their edge cases and what they did to the game, and people still recall League of Black Cleavers.

I'd definitely say it's way too broadly OP and has far too much of its power loaded into phantom hit, though.
