So I played my 10 games basically muted, and I got the message saying I did my punishment, but now 4 games later I keep getting the message - you can not get rewards due to your behavior. whats that about??

You can't get chests or keys for some time after your punishment. Just an extra incentive for good behaviour...

Then what's the point of it saying "Your punishment has been fulfilled" your restrictions have been lifted.

Your restriction on chat was lifted, but for awhile you can't earn rewards... Look at it as out on parole...

I told someone off because he purposely ran through mid from start to finish the entire "Ranked" game, 43 deaths. And I feel as though I'm being punished more than him.

He might get punished down the line. Chat logs are solid evidence on punishments while in game behaviour is harder to prove. That is why they need to see him establish a pattern. He might get punished a game or 2 after. Punishments are based not on one game but multiple. Someone can report out of spite so they wait, and once you have reports often ( a pattern ) they pick you up for a review.
