when changing item, to buff/nerf a champion, make sure you ballance other champs accordingly.

Ok we get some item, which becomes super Op on a given champ. We nerf the item, the champ start to work normal, but what about all the other champs which use this item as a core? They often get left behind. If you are going to use items as a balance tool, you need to adjust all champions who use those items!
