Courage of the Colossus shield too strong?

Isnt the shield provided by this keystone too strong? 10+10 per level plus 7% of your maximum health. Lets say at level 18 a tanky champ which didnt stack much hp, roughly 3500 hp, would get 190+245, or about 340 points of shield for every nearby enemy, or am i the description wrong? Such huge shield every 30 seconds sounds too much. The old Keystone on that place was giving 300 hp and was considered quite strong and very popular, but compared to this shield its nothing
