She needs bonus damage to monsters to help her with early clears. It's really bad until you get tier 2 jungle item and she is already late game oriented. Obviously wont do much early ganks

Bonus damage to monsters 70 damage to Radiant blast or 100 damage Starfire Spellblade would be quite helpful. I am barely able to survive the 1st jungle clear

I think that's intentional. Kayle's main intended weakness is her horrible early-game, in exchange for godly late-game. If she was able to jungle well that would mostly remove her opponents ability to capitalize on that weakness.

Kayle was more of a niche jungler than anything, mostly used as a ranged jax or something like that.
