The unspoken rule. It's a company secret. Same reason MF has to have over 52% win rate. Ahri for the East, MF for the West.

Imo both are pretty strong and could get some nerf.

Kassadin is a niche pick, that work really well in certain team comp and thus shouldn't be a sucessfull standard pick (like right now) because if that's the case. He's a unstopable monster in favorable scenario.

Ahri is safe and literraly work in any comp so her win rate and play rate is expected to be good but she's currently too good, the only escuse is she's bad in pro play.
