Can we give Jarvan IV's passive Armor gain on his E back? Or anything at all?

I've never seen this guy anywhere. Every game is nothing but a bunch of overused jungling , and I don't think J4's strong early jungle sustain is even a problem anymore. Hell, even I can just go & 3 , and still save 1 or 2 pots after clearing blue & red camp. No, seriously, I've done it tons of times already, assuming there's no scumbag trying to invade me & shit.

I mean come on. The Prince of Demacia going 45.78% winrate & 2.78% playrate only, something needs to be done for him. Sure you can say his ganks are kind of OP, but that doesn't give a strong argument on how he's still lowly played by anyone.

Also, I'm pretty glad Riot's already on the case of buffing . Hopefully could get something as well.
