why is sylas heal more shocking than vlad healing?

seriously, this champion is really fascinating. with vlad you can play around him capitalizing on his heal but with this guy he just drain tanks you and then BAM back to 50%+ HP. i shouldn't have to immediately go morello (I play Ryze obv) as my first item just to tolerate this guy. ignite could be an answer if it lasted longer throughout the fight.

Because it is supposed to heal him if it did not it would be one of the worst spells in the game.
