So like, why can Annie perma-hold her stun?

Pretty much every other major "charge-up" ability (Jhin's fourth shot, Yasuo's tornado/knockup, TF's stun card, so on and so forth) have a limited duration to which they can hold their ability, as to not be oppressive to the enemy laner.

So why can Annie permanently hold her stun and just farm with autos if she wants? Them coming in range of her Q is asking for automatic stun + burst + TLD proc poke which will do a fair bit of damage. While all she has to do is just continue farming.

She has zero mobility and would be useless without it.

Because she needs to do two spell rotations to get it? Everyone else has something to keep up damage when their spells are down.

how would she even be playable if she couldn't do this???

Annie's auto can't farm nearly fast enough to rely upon alone.

Primarily because unlike Yasuo and Jhin, she does not have a consistent, constant method of maintain her damage. Yasuo's empowered Q has a limited duration because he is an AD champion, so he has autos he can utilize, and the cool down on his Q is very low. Jhin is an adc, and upkeep through constant usage of his auto attacks. Annie does not have a similar method, and as such, she holds her stun.
