Why is it Liandry's requires you to inflict movement impairment to achieve its maximum damage?

Since Rylai is getting nerfed, it's usual partner item might see a decline in use. But I'm curious as to why Liandry's needs you to inflict a movement-impairing effect to get its full damage out in the first place.

#Just curiosity. Not suggesting that Liandry's needs any nerfs or changes.

The idea would be for it to be a situational buy for champs who have built in movement impairing effects, rather than just a go to magic pen item with bonus burn.

Because otherwise Liandrys would probably be in the situation Rylais is.

If you were to check PBE, they're changing it. Lower HP, lower AP, the slow is normalized regardless of the effect that applies it, and its cost was reduced.

It's currently too universally-useful, and Riot doesn't like that.
