So instead of removing the 10 armor penetration, they remove the entire item and make another item that has 10 less armor penetration.
Rito using their resources effectively and efficiently.

they dont just wake up one day and remove brutilizer. they have to have approvals from managers n shit, put it in beta testing, remove the item, add a new one. or they could have just removed the 10 armor pen and changed gold value.

Note how Youmuu, which was just Bruta combined with a completely out of place Avarice Blade is now just the 2 half of Bruta.
Since Brutalizer was essentially the 2 items combined, they preferred to give a new name to both half than to confuse people by creating only one new name and still calling the other half with the old name.
Also, the "ressources" used are just one artist to make a new icon. Not as if it would post-pone Yorick rework for 3 months just for that.

Caulfield+Dirk: 2200 and 55 AD, plus the 15 damage passive on Dirk.
2200 < 1337*2=2674 55 > 25 The passive on Dirk is just a nice bonus.
