I would substitute maw with something like frozen mallet; the fact that she can't proc black cleaver efficiently is another problem.

Given she can't efficiently proc black cleaver, I tend to build item 3142 It not only gives armor pen & cdr, but the active is great when paired with her ult.

I don't see her being competitive with any build right now.

I know the 3 people that like Quinn will downvote me, but she is just not a well created champion.

She came out as a poor man's Vayne, and realistically she hasn't gotten much past that hump. Sure you can take her top, but you can do that with Vayne and do better. Sure she can be annoying as an adc, but Vayne is better for all the same reasons you can give for Quinn, outside of maybe her terrible ult which is good if you are chasing someone you could have likely caught up to and killed anyways, or are running for your life.

Still to this day, she is, and likely will be for the foreseeable future, unless riot does something drastic with her, my least favorite champion in this game.

I would argue that Quinn has some advantages over Vayne. For one, she is much more of a lane bully because of her E. Vayne can poke you down every time you cs, but ultimately can't chase you fast enough to finish before you reach the turret. Vayne has much better teamfighting and mid/lategame in general though.

she doesn't have an identity really. She is close to the "roaming marksmen" but her ult CD is too long.

if they made her ult CD like 70/60/50.and lower the damage then she would be a good roamer. Maybe buffing the MS t compensate. Maybe even giving a diving like animation, where val gives a forward dash to help with escaping/engaging.
making W a global with increasing radius per level would be nice. My bird should be able to go everywhere
lowering the CD of her passive proc. There is a bit of a mini game with quinns passive. While in lane you keep it up infinitely (makes up for her unconventional range) by delaying the proc on a CS, which makes sense because of last hitting.
