If each arrow in the flurry applies the passive, then it should apply near full stacks of armor reduction after the first enhanced autoattack hits.
I'm not sure if it does and I'm too lazy to test it at the moment.

Adcs have to switch their targets too frequently based on current safe threats to hit for BC to be as effective as LW in my experience. R.I.P Sivir dream of Black cleaver

that's the reason I like it on ashe - with the CD from BC you can preemptively set the cleave passive on the whole team with W. Take note BC is great for AD comps so with ashe's aoe from W, and a potential adc mid, you can do pretty well.
the CD is also good for her ult
