Can punishment for AFK be taken more seriously?

I don't know if it's just me but this season I've had more AFK's in my matches than ever. What's more frustrating is when it happens during a match we are winning or are close to winning, then BOOM... AFK and a loss. It's extremely aggravating. I get connection issues can happen, but there's NO WAY all these people are having issues. Do the stupid little reports even do anything for these offenders? I feel like it's a lost cause and it doesn't do shit, considering how many AFK players I have ran into this season.

My frustration is mainly in ranked when you lose elo because someone decides to leave.

I feel ya, but since I only started playing in the middle of last season, I can't say that it evens out over the course of the season. In normals it can't be helped; but if for example Riot imposed a "DC limit" On ranked players, only permitting a certain number of games to be DC'd from before you get hauled out of ranked, I could see it as shippable.
