(Champion Rework) Talon, the Blade's Shadow

So as i was rumming through the League Wiki (awesome BTW, their descriptions of champions, items and overall details are very well made), when i found this from the blog of an old acquintance of mine. It's a version of a rework that paper-wise really seems well built and it could be a fun idea for him.

If anyone who's interested, players and Rioters alike, check it out and give your thoughts.

I like the passive change, but the tether from the E spell feels a little out of place. Maybe make it so that instead of having to wait 0.5 seconds, (which feels like it would wreck a combo's flow) just have him dash to the target on spell hit, then applying the % damage amp afterwards.

Also, I think a cool way to enhance his combo would be to make Noxian diplomacy increase the damage of his passive proc, possibly by dealing bonus damage on the bleed as a bit of an added combo finisher?

I like this rework quite a bit. Buffs him but also gives him some amount of counterplay.

One thing I think should probably happen is that he should only gain the MS bonus within the blades themselves kinda like Akali's W.

Talon hard to assasinate with? Wtf am i reading? Is your friend plastic 7 and building ap talon???
