Seriously, his rework was a total failure. He's basically just a numbers check. There's very little nuance to playing him, he's not really weak at any point in the game, and his mechanics are some of the easiest in the game. Either he does more damage than you (hint: he does) or he does nothing.
The idea of a shotgun user was cool, but the execution was awful.
His counterplay is to kill him before he stacks his E.
thing is that it's hard with his base tankiness(due to items) and him being ranged.
what they should do is nerf his base damage and increase his scaling, make him scale more with crit and attack speed, So he doesn't build bruiser. because if he builds bruiser then he'll be able to stack his E (also with cdr) and then do a lot of sustained damage (+burst sometime).

yeah graves is so op. if you kill him once in early game he has to afk he way back into the game come on stop nagging his Q-R are legit a braindead dodge the only thing strong on him is his passive and his smokescreen and the smokescreen is good because the blind is way too fucking strong same with quinn
His Q only does considerable damage on return, which is easy to dodge if you're not braindead. His ult can be dodged by blinks or even very fast dashes, not only late game it does so little damage it becomes a kiting ability more than anything.
Unlike other adcs (except jhin) graves also has to count his shots, kite between reloads and use E for quick 3 shot burst.
Any tank worth his salt will just block his shots because his shots dont go through units, and in lane fighting inside a minion wave = graves without AA.
Also every adc and mage out ranges him and without hitting his basic attacks, his E isnt up nearly as much as it seems.
Case in point, learn to play around him, if you let him get in your face stack his passive and and reset his E you'll get dumpstered, just like how vayne can stun you into a wall and shit on you.
