The patch that Heimerdinger got that first rework. He was immediately dropped by all competitive players, there was massive backlash, and the resounding response from Riot was "He's Healthy now, so we can buff him!" 3 years later, we got another rework. Keep in mind that he wasn't exactly strong before the rework either.

Lowering the animation time of w, and making it so that E doesn't have a cast time were two main points.
