IE/PD: Who called it?
PBE:
: Crit Chance reduced to 20% from 25%.
Crit Chance increased to 35% from 30%.
That's right, I did. Well, at least partially.
Good solution to reduced IE's one-item spike, while retaining its two-item spike with Dancer.

So now to do the same damage an ADC did previously with those two items now has to spend 2.8K Gold more to get that equivalent damage. Yeah, good solution alright...
Maybe if ADC's actually had some viable itemization paths, or if BT was worth buying before a 5th or 6th item, this wouldn't be such a big deal. Time for everyone to rush BotRK + PD now. Shiv will be completely worthless to buy now. This is going to hurt all the AA based ADC's the most, which will make Corki, Lucian and Ezreal even stronger. So there's that.
ADC have various viable itemization paths, the problem is that BT and BoTRK changes screwed up the balance between the various itemization paths Put Botrk on-hit passive on check and add an item that gives higher AD than IE and you got the problem solved(and especially, why hit PD when Statik was the item that synergized the most with IE in an early item rush?)
Example Sword of Torment
90 AD
Passive
Grants + 9% attack damage from items only

I agree, but they aren't (based on anything I've seen). If they wouldn't have screwed up BT than that would still be a perfectly viable first item. I liked the old BT, as between BotRK, BT and IE all required you to make a decision on which build path you wanted to take. Now it is a no-brainer on the vast majority of champions, and even then the only decision is IE or BotRK. BT still doesn't remotely compare in damage to IE (even after IE nerfs), so I'm not sure what these changes are attempting to accomplish - other than just flat nerfing ADC damage until you acquire 2.8K more Gold for a PD (because you'll HAVE to go PD now).
The old BT favoured snowballing too, the ADC that get ahead could have killed the enemy and proceeded to snowball even harder. The problem is not strictly in BT change, is that the place of item with the higher AD that BT had wasn't replaced and automatically IE filled it, with bad conseqeunces because of flattening the starting item build paths
You should get the start with -raw AD => item that does not exist now -AS => BoTRK(that should be toned down to not make tanks life an hell) -burst Ad spikes(with less guaranteed DPS) => IE -mixed damage => TF
looks like an attempt to reduce AD based waveclear by reducing the effectiveness of shiv
it's gonna be really hard to justify buying shiv over PD with these changes unless you're a burst carry like lucian/graves/quinn
