Why can't we have different levels of Grievous Wounds for different abilities and items?

So why can't we have Grievous Wounds of different strength that reduce healing by different percentages.

For example item 3123 would only reduce healing by something like 30%, as it applies on all physical damage, but summoner 14 would reduce healing by 50% since you're burning a pretty long cooldown.

Just wondering.

Edit: I'm super biased (Mastery 6 Vladimir ) but I also don't want to see him in the garbage tier.

Edit2: Will help balance Soraka

They currently change the duration of the debuff based on the source. I think that for Mortal Reminder and Ignite and whatnot, it's fine. The real problem is really Executioner's Calling. While the debuff lasts a couple seconds less than from Mortal Reminder, the heal reduction is the same percentage. Like you said, since it applies on physical damage, it's pretty easy for an ADC to spend 800 gold on EC, and apply full grievous wounds as long as they're able to keep putting autos out.

IMO, they should just make EC have the weaker variant of Grievous Wounds (might need to buff the AD or something else on it to compensate, but that's fine). Sustain-based champs won't feel like they hit a brick wall the moment somebody spends 800 gold on EC. And it'll also make the upgrade from EC to Mortal Reminder feel more meaningful.
